Canada Ontario Elcc Agreement

7.3 Canada reserves the right to organize public communications, announcements, events, public relations and advertising activities through the ELCC F-P/T framework and bilateral agreements. Canada undertakes to inform Ontario 10 days in advance of public communications relating to the F/P/T ELCC framework, bilateral agreements and the results of investments in this Agreement. In March 2003, the federal, provincial/territorial governmentsFootnote 1 reached a major agreement on early learning and child care programs and services to promote the well-being of Young Canadian children. As part of this, the Government of Canada is providing $1.05 billion over one year to help provincial and territorial governments improve access to affordable provincial and territorial child care programs and services. Canada undertakes that the annual allocation for all provinces and territories for the period 2021-2022-2027-2028 will not be less than the annual allocation for all provinces and territories of this current agreement, under the conditions set out in point 3.2.1. 3.1 This Agreement will enter into force with the last signature and will remain in force until March 31, 2020, unless terminated in writing by Canada or Ontario, in accordance with the conditions set out in Section 10. The appropriations made available under this Agreement in accordance with Section 4 shall cover the period from 1 April 2017 to 31 March 2020. Amendments to this Agreement will come into force with the last signature and will remain in effect until March 31, 2021, unless they are reported in writing by Canada or Ontario in accordance with the terms of this Agreement in Section 10. The appropriations made available under this amended Agreement in accordance with Section 4 shall cover the period from 1 April 2020 to 31 March 2021. The fund balance will be distributed with the same elements as in the previous agreement: 3.2.2 The renewal will allow Ontario and Canada to review and correct and redirect, if necessary, new priorities in future bilateral agreements based on the progress made so far. Whereas the Child Care and Early Years Act, 2014 (CCEYA) authorizes the Minister of Ontario to enter into agreements with the Government of Canada under which Canada undertakes to allocate funds to cover the costs incurred by the Government of Ontario in providing early learning and child care programs and services; The Department of Employment and Social Development Act authorizes the federal Minister to enter into agreements with the provinces and territories to facilitate the formulation, coordination and implementation of programs or policies within the federal Minister`s mandate. 3.2.1 Canada is committed to ensuring that the annual allocation for all provinces and territories for the period 2021-2022-2027-2028 will not be less than the annual allocation for all provinces and territories under this current agreement.
